Renamed Dimensions: Project --> Scope

The "Project" dimension is now "Scope" and "Accounts" is now "Billing Accounts" for more consistent cross-cloud analytics terminology.
In an effort to provide more consistent analytics across multiple clouds and platforms we are renaming one of the dimensions in our Analytics feature. Until now the dimension `Project` contained both GCP Projects and AWS Accounts. This dimension will now be listed as `Scope`. This language is consistent with other areas of our platform that you use today, like Cost Anomalies
In addition, to provide more clarity for AWS customers, we are renaming the dimension `Accounts` to `Billing Accounts`.
